Community Investment Tax

Apr. 1 – Continued to push information on the Community Investment Tax (CIT) to our Chamber membership and the public via our social channels and eView. Encouraged membership to sign up to make a public comment to the Hillsborough County Board of Directors urging them to continue to fund education in the CIT.

Apr. 11 – The Policy Advisory Committee and Policy Council held a special joint meeting where attendees heard from Hillsborough County Commissioner Michael Owen on the Community Investment Tax renewal.

The Commissioner stated that he supported CIT and the 15-year renewal proposal. The final approval for the measure to be placed on the November ballot will be on April 17th. This tax is critical as it funds Hillsborough County infrastructure projects, which include capital improvements for schools. Schools will receive 5% of this tax money, representing approximately $187 million.

Between April 17th and August 1st, decisions will be made on which projects the tax will fund, as the measure now requires the disclosure of expenditures for the full 15 years. If voters approve of this tax in November, the funding will begin on January 1, 2027.

Apr. 17 – Just before 11:30am the Hillsborough BOCC voted 5-2 to place on the November ballot ordinance to renew Community Investment Tax at:

  • a 15- year term (down from 30 year)
  • with 5% of the CIT funds going to education (down from 25%)
  • 70% of CIT is the maximum amount that can be bonded (new item added today)

Two Hillsborough County Commissioners voting NO to these terms were: Pat Kemp and Ken Hagan. Five Commissioners voting YES were Michael Owen, Donna Cameron Cepeda, Harry Cohen, Gwendolyn Myers and Joshua Wostal. Details and our Chamber’s position on this vote were shared with Members across media platforms that same day. Click to read.

In all, six Tampa Bay Chamber representatives spoke during Public Commentary on April 17, urging commissioners consider a CIT renewal of no less than a 20-year term and keeping the full 25% of CIT funds going to education.

  • Jeff Chernoff – Board Member
  • Sarah Combs – Board Member
  • Avril Stinson – VP
  • Ron Weaver – Chamber Member
  • Ed Narain (virtual) – Chair-Elect, BOD
  • Bob Rohrlack (virtual) – Pres/CEO

In the audience were Melissa Meshil, HCA Healthcare Government Relations Manager & Chamber Member; Kristin Davis, Spokesperson HCPS; and Lissette Campos, the Chamber’s Senior Director of Strategic Branding, Marketing & Communications.

Community Investment Tax Renewal

Our Chamber continues to take every opportunity to raise community awareness of the Community Investment Tax in advance of the November 5 election. After 30 years in existence, CIT is set to expire in 2026. Since 1996, CIT has helped pay for local infrastructure including for first responders, parks and public schools. The tax paid for by residents and visitors alike has alleviated the pressure to rely on sales and property tax increases in Hillsborough County. Raising awareness of infrastructure and other project needs paid for with CIT funds is an important part of our strategy. We continue to amplify voices and content on CIT that can serve as a resource to voters. Media pitches and marketing to external audiences, as well as an internal communications strategy with our member companies will intensify in the 6 weeks prior to election day.

Face the Chamber

May 21 – Mayor Jane Castor participated in an interview style discussion, addressing the Chamber and the greater business community about important issues facing the city and region. 10 News Tampa Bay Morning Anchor Jamison Uhler moderated, skillfully posing the questions submitted by Chamber members on behalf of the business community.

In her responses, Mayor Castor emphasized Tampa's responsibility to grow thoughtfully and inclusively, highlighting the city's diversity as part of its identity. On transportation, she acknowledged the failed All for Transportation Referendum but outlined initiatives to improve mobility. These include increasing parking signage, promoting the DASH circulator, exploring water transit like a ferry to MacDill Air Force Base, and building more protected bike lanes to encourage e-bike usage. The mayor's goal is to get traffic moving more quickly overall.

She also discussed efforts to address the high cost of living, touting the Live Local Act to provide housing at all levels. She stressed workforce housing and transportation are "interwoven issues", with housing costs outpacing wages. Increasing the supply of housing units is viewed as the best way to improve affordability. The mayor further emphasized education, voicing support for raising teacher wages as "teachers are foundational to the success of the community." Looking ahead, Castor wants the Riverwalk to become a true transportation option and hopes to advance larger projects like Brightline rail.

Public Policy Roundtable: Supporting Families. Building Business

The Tampa Bay Chamber held a Public Policy Roundtable discussion provided an eye-opening look at the urgent childcare issues impacting Florida's workforce and economy. The panel discussion emphasized how family-friendly policies can help fill open job slots, increase talent pools, and facilitate re-education and upskilling of the workforce. The panelists collectively emphasized the high cost of early education exceeding that of higher education in Florida. They urged employers to support working parents, advocate for family policies, and give back to early learning initiatives. The panelists also offered to assist the business community in determining how to leverage the new tax credits. The event showcased the Tampa Bay Chamber's commitment to being a catalyst for solutions on crucial workforce issues impacting the region's growth and prosperity. Our panel included Makayla Buchanan of the Florida Chamber of Commerce Foundation, Dr. Frederick Hicks of the Early Learning Coalition of Hillsborough County, Madeleine Thakur of Children’s Movement of Florida, and State Representative Traci Koster.

Transportation Policy Council Meeting

The Tampa Bay Chamber Transportation Policy Council met with the city’s Mobility Director Vik Bhide who shared plans for the Tampa Streetcar expansion project. The current system has exceeded expectations, prompting plans to extend it along Florida Avenue and Tampa Street. Funding looks promising, with potential for up to 65% federal contribution and $67 million set aside by the state. The city is also considering using part of the Community Investment Tax for local funding. There is also approximately $120 billion appropriated for infrastructure projects through the federal Build America program. The project faces challenges such as upgrading facilities for larger vehicles and maintaining frequent service. A new regional infrastructure accelerator could help leverage additional funding, including TIFIA dollars that count as local match. This expansion aims to reduce congestion, improve connectivity, and support Tampa's urban growth, making it a key part of the city's future transportation strategy. To receive a premium amount of funding, it is critical for the Chamber and the community to continue to advocate for projects like the Tampa Streetcar expansion which needs not only city support, but county and state support as well.

Employee Recruitment & Retention Best Practices

May 7 – The Chamber’s Workforce Development Committee met with Kassidy Johnson, MBA, Senior Corporate Affairs Communications at Amgen, Christopher Townsend, Director of Talent Acquisition at Suncoast Credit Union, and Diana Santangelo, PhD, Director of Community Foundation Tampa Bay, to discuss best practices employers can adopt to attract and retain talent. Kassidy Johnson and Christopher Townsend both discussed employee benefits that their respective organizations offer to recruit and retain talent. The benefits discussed, including hybrid/remote work, paid leave, healthcare options, childcare, and wellness programs, are considered family-friendly policies. Dr. Santangelo discussed the Community Foundation's Thrive by Five program initiative, Family Friendly Tampa Bay, that encourages employers to implement family-friendly policies at their organization and become a certified Family-Friendly Workplace. She shared that a Family-Friendly Workplace is one that has policies providing flexibility and support to employees that balance family, work, and community life.

Dr. Santangelo shared that in a 2020 survey of more than 900 working parents in Florida, paid leave and flexibility were rated among the most desired workplace benefits. Another statistic she shared is that nearly 40% of parents nationwide say they've left a job because it lacked flexibility, and 15% of young parents leave their job because of childcare issues. The flexibility to care for a child is a top priority for parents in the workforce, as 1/3 of them say they need childcare. Eighty percent of U.S. Millennials say they are less likely to leave a job with this type of benefit. Not only is it important for organizations to implement policies that ease the burden of childcare for their employees in order to retain them, but having these family-friendly policies can also positively impact the organization’s bottom line. In Florida, today, there is an annual loss of $5.38 billion due to childcare difficulties faced by employees. Family-friendly policies also help increase the completion of postsecondary education, raise labor force participation, and increase workforce productivity. Through the Family Friendly Tampa Bay program, employers can become a certified "Family Friendly Workplace" and be publicly honored at the annual Family Friendly Awards Banquet as well as receive other exclusive benefits. You can learn more about becoming a certified family-friendly business and apply for recognition here.
