Dotti Groover–Skipper

HeartDance Foundation and NOMORE Foundation

Dotti Groover–Skipper believes in dynamic living through servant leadership! Since graduating from the University of South Florida, she has facilitated expert programming to impact positive policy change in tobacco, alcohol, gambling, substance abuse, addiction, and sex trade and has helped develop numerous sustainable community coalitions. She is founder of HeartDance Foundation, which serves men, women and children engaged in the sex industry and exploited through labor or sex trafficking. 

Groover-Skipper is an ordained elder and missionary. She has operated at the national level in Washington, DC to mobilize and train clergy and faith communities to engage in issues of addiction, human rights and social justice. She continues to present at numerous National Conferences on anti-trafficking strategies and has received numerous awards for her tireless anti-trafficking efforts, including Anti-Trafficking Advocate of the Year for the State of Florida, the Florida Achievement Award from Florida Commission on the Status of Women and honored by the Tampa Bay Lightning Foundation as a Community Hero. She serves on several local and state boards including appointment by the Hillsborough Board of County Commissioners to the Hillsborough Commission on Human Trafficking, the Hillsborough Commission on the Status of Women and the Hillsborough County Anti-Drug Alliance. She is Chair of the SAFE Collaborative of Tampa Bay and appointed by Florida Governor DeSantis to both the Statewide Drug Policy Advisory Council and the Florida Board of Massage Therapy. In 2021, Groover-Skipper was awarded the Richard Hosking Florida Public Health Distinguished Service award, recently inducted into her high school alma mater, Brandon High School’s Hall of Fame and is the recent recipient of the “40 Year Legacy Award” from Mary and Martha House.

Currently working with The NOMORE Foundation, Groover-Skipper is dedicated to build anti-trafficking capacity in Tampa Bay. She is married to her high school sweetheart, Roger, and together they have seven grown children and are grandparents of two.
