Dr. Frederick L. Hicks is a distinguished leader with a wealth of experience, currently serving as the Chief Executive Officer of the Early Learning Coalition of Hillsborough County (ELCHC). In his role at ELCHC, Dr. Hicks is committed to ensuring that the youngest citizens of Hillsborough are well-prepared for kindergarten and positioned for ongoing success in life.

With a leadership career spanning over 23 years, Dr. Hicks has dedicated his time in the early education space most recently as the of Senior VP of Technology and Cybersecurity at the Early Learning Coalition of Miami-Dade and Monroe. His academic credentials include an Executive Doctorate in Business Administration in Information Security from St. Thomas University (May 2021) and a range of technical certifications.

In addition to his professional achievements, Dr. Hicks has contributed to various boards, and is currently serving as a board member for Seniors in Service.

Beyond his professional commitments, Dr. Hicks is a devoted father to four beautiful children. He maximizes his spare time by creating cherished moments with his family and exploring the numerous treasures that Tampa Bay has to offer.
