Layla Hayavi
Vice President – Executive Board of the Housing Leadership Council of Tampa Bay
Layla Hayavi currently serves as Vice President of the Executive Board of the Housing Leadership Council of Tampa Bay (HLCTB), a nonprofit championing safe, affordable housing across the region. In this leadership capacity, she helps guide the strategic direction of HLCTB, supporting dynamic efforts to expand housing access throughout Tampa Bay.
In parallel, Layla is the Director of the North Tampa Housing Development Corporation (NTHDC), and oversees business operations for related entities of the Tampa Housing Authority. She has also served as the Performance-Based Contract Administrator for HUD’s Project-Based Section 8 program covering Florida and the U.S. Virgin Islands.
Earlier in her career, Layla managed key affordable housing programs for Hillsborough County, administering federal and local initiatives such as HOME, CDBG, SHIP, and NSP. She is widely recognized as an expert in housing regulatory standards, community development, and performance‑based administration.
Her commitment extends beyond her day‑to‑day role: Layla serves on numerous boards and coalitions, including the Local Housing Administrators Coalition, the National Leased Housing Association, and the Housing Leadership Council of Tampa Bay.
